Re Billing Gas to Tenants right way to do it

We have a building split in to 5 self contained flats.
There is 1 main meter and 5 sub meters.
The property is owned by a limited company and British gas charge business rates for gas used.
We have always billed the tenants for their usage based on the rates charged on the bill.
A tenants is now questioning if he sould pay these rates or if he should pay residential rates.
Any advice would be appreciated.
