Pre-payment meter for tennants electricity

My current housing benefit tennant is complaining his gas and electric bills are very high and he is having trouble paying them. Someone has suggested he has a prepayment meter fitted but I thought that this prepayment meter for electricity would be more expensive. Any comments on the pro's and con's would be appreciated if anyone has any experiance or views on this subject.
