Council wants to make expensive and unnecessary repairs

Hi,

We've asked, three of us are not happy with the repairs proposed. How about we just oppose the whole thing. Work is not necessary as it is not leaking. Can we do this? Is there 51% rule where if more than 50% of flats/owners oppose, then they can vote against it?
