Creeper/Vine on walls of property - whose responsibiltiy to cut it back?

When the house has a virginia creeper on the property and needs cutting back 2-3 times a year to prevent it coveringt he windows or getting to the eaves of the roof, whose responsibility is it?
Garden is tenants
Hedges (boundaries) is landlords
Tree-lopping is ???
Creeper on property is ???

This is a two-storey house on a slope so requires a person brave enough to go up ladders to the 2nd storey to cut back the creeper. Is it the responsibility of the landlord because of the health & safety risks/issues or is it the tenant's responsibiltiy because it's not a boundary?
