No up to date Electrical Safety Certificate

We have a tenant in our downstairs flat paying rent on time every month since 1991. She keeps everything very tidy and does her own decorating inside etc.

The flat last had an electrical rewire in 1994. But no electrical inspections since then.
Upstairs flat had a complete refurbishment 12 months ago with rewire etc.

Unfortunately the tenant is completely unwilling for us to have one done as she says she will have to be there at the time, doesn't trust anyone and is unwilling to take the time off work. She has been very awkward about a lot of things.

It is always hard work getting her to agree to a Landslord's Gas Safety check every 12 months.

How do I stand on the matter.

Any suggestions??
