Landlords Licence?

I have just purchased brand new house in Gorton, Manchester and was surprised to find I have to have a Landlords Licence, however I thought as I'm a responsible landlord it would be worth the £475 and all the form filling plus getting a disclosure. However I can't believe that once I've got the Licence if I get another house in that area I've got to get another Licence?
Surely this is just extortionate is the Licence on me the landlord or the house? Yet another money making scheme from the Local Council. Can this be right?
