Over Zealous Council?

I received my Licence in June 2007 but still had to bring the property up to the required standard, which I did. The Local Council last inspected the property in June 2008 and were satisfied with everything at that time. In November 2008 they decided to 'routinely' inspect again. I immediately complained and got the usual '..but we are obliged to routinely inspect..', and then they backed off stating that it was an administrative error! They have now told me that they are to carry out another full 'routine' inspection which will include gaining access to every tenants room. This is to happen in May. My question is, do I have to accept this and do any more of you have to put up with this sort of harassment?
