Claiming money from the freeholder

Over a period of three years I have incurred costs relating to one of my flats. These costs have resulted from work I have had done that is legitimately the freeholder's responsibility. At all times the freeholder knew these works needing doing but never intervened despite our discussions.

I have itemised all costs and am sending copies of the invoices to the freeholder. What should I do if this relatively polite request needs further follow-up? Small claims? The costs add up to less than £1000.
