Whose responsible for the leak ?

I would be interested how the members would deal with the following situation and in particularly would you consider this yours or the tenants responsibility?

The flexible hose to the rear of the washing machine has worked loose due to the ongoing vibration of the machine over the months. This caused a major leakage of water from the ground floor into the basement bedroom. Should the tenant as part of their upkeep of the property check this machine to ensure the connection is firm? Or is that unreasonable ? The tenant below is also asking me to pay for damage to some of her goods, she does not have contents insurance.

any responses appreciated.
