Who is responsible for lane wall?

A pre-accreditation inspection was carried out at my property last week. The council inspector reported back verbally via my property managers that the rear lane wall is in danger of falling down.
I haven't had written communication from him yet but I'd like to know in advance if it's my responsibility or the council's to fix it.
As I live abroad I haven't been to see it recently but my understanding is that the problem involves the whole wall along the lane.
If anyone has had a similar experience I'd appreciate your advice.
