Frozen Pipes

Who is responsible for frozen or even frozen burst pipes and the damge that can be done from burst pipes in a rental property. Tenant or Landlord. Reason I ask is that some tenants use the heating supplied and some don't, the ones that don't raise the risk of frozen pipes...
