selective licensing

HMO Licensing

I have an property in Darwen Lancs which comes under (blackburn with Darwen Borough council) select licence scheme I,am ahead with my payments and up to date with everything else i.e.:gas safety etc, so I have done everything by the book but the house next door is also rented and the Landlord doesn,t even have a licence and the tenants are absolute nuisances always drunk windows smashed drugs fighting Police always at there door, and I have spoke to Blackburn Council more than once as have my tenants and still nothing has been done about it, So what is the whole point of it? and what can I do?
