Damage to Manhole Cover

I have a situation where a tenant moved into a property beginning of this week and they parked their van on a manhole cover which is now broke. The tenant is claiming that the Landlord is liable and the Landlord is claiming that the tenant is liable to replace it as it was not broken before even though the tenant is saying that it was cracked. Who is liable to cover the cost of having it repaired.
