Tenant requesting that back boiler be replaced

I have a young family as tenants and they are complaing about their gas bills, they have asked me to replace the twenty year old back boiler with a new one as they say the epc for the property states 'the boiler is only 50% efficient'
I am reading through it and cannot find that figure in there
Do I change the boiler which will cost a minimum of £2500 to keep a good tenant or refuse as it was up to them to take on board what the epc stated before they decided to rent the property
