Pre pay gas meter fiited without my knowledge

Hi,
Some tenants have had a gas pre pay meter fitted without my knowledge to help clear some arrears. They've now given notice to leave but Eon refuse to remove the meter without a £51 payment and me agreeing to stand guarantor against future tenants.
Where do I stand? I seem to loose out whichever way I go on this one .
