Hi Rob

It's best you speak to your local council planning department, they are the only ones who will be able to confirm this. Try and arrange for one of them to pop over to the flats for a site meeting with you pre- purchase. The vendor shouldn't have a problem with that unless he knows something detrimental.

Remember the agent is trying to sell you the flats so you shouldn't take everything they say as gospel
