is there a maximum timescale for councils to recover overpaid hous benefit?

We had a case in 2004 where Westminster Council chased us for overpaid housing benefit. All monies had been passed straight on to our landlord - after chasing us for a few months they agreed to chase the landlord instead.
We've just had a call from a debt collection company saying they've been given our details for recovering the money.
Is there a timelimit for them to go after us?
Would proof of payment to the landlord be any sort of defence?
