1)Who is ultimately responsible for paying the Council Tax in Law ,Landlord or Tenant if the Contract with the tenat specifies that the Tenant is to pay the Council Tax ( We use your RLA ASTG)

2)If the tenant still under contract fails to pay the council Tax who is liable for these Council Tax periods
