Cockroach infestation left by old tenant

I have had a tenant living in the property for three years and has recently moved out with a new tenant entering almost immediately. After the first day they moved in the new tenant complained of a cockroach infestation. After getting in contact with the previous tenant they claimed they were aware of the cockroaches being there.

Who is responsible for the cost of getting treatment from the pest controller? The previous tenant or the landlord?
