Management compant threatens to charge higher mangem/service charges for non- resident owners

our management company which is run by owner/residents has proposed to charge higher charges to owners who rent out their properties (8 out of 18 flats are rented) The reason they say is because:"we have to organise clearing up & chasing payments, some renters do not respect their living environment certainly as much as the owner occupiers and with the high turnover of renters rubbish is left behind which has to be cleared".
Is this legal? how can we fight this?
