Tenant has slipped on icy external access stairs

I have a flat with an external access stair. The tenant has allegedly slipped on the ice and snow on the steps and is alleging my liability presumably under the Defective Premises Act although he is actually quoting Employers Health & Safety legislation to the agents.
I have suggested providing salt to clear the ice and snow from the steps but he wants to leave.
Any suggestions?
