Problem Tenant

The house was let to a housing benefit tenant three months ago. During this period the tenant has complained twice to the Environmental Health people at the council about some maintenance issues without contacting or notifying the managing agent or the landlord .The landlord has asked the council about the complaint procedures by their tenants but has not got any clear reply.
