Utility Meters - Which is safer, pre-pay or account?

Our current gas meter is faulty and being replaced. It is currently a pre-pay meter, but we think an account-type meter would be better. Although we think a pre-pay would be safer for us (but potentially more expensive for tenents) we have heard that pre-payment card scams would make us liable for the bills if the tenant uses the phony cards and then leaves.
What would you advise? (ps, we always inform the utility companies when tenants arrrive/depart).
