My tenants have reported water dripping down the wall in and around the bathroom and now the bathroom tiles have started lifting. This appears to be seeping down from the property above (PB Block) but attempts to contact the landlord/tenant have failed so far. How do I proceed and how do I get to the source of the leak?

Grateful for any advice.
