recovery of value of heating oil

I am attempting to recover the value of around £450 of heating oil that was present at the start of the tenancy and has been consumed by the outgoing tenant. He has signed both in the contract and acknowledged in the outgoing inventory the tank is empty but is disputing that he owes us the value due to the extra costs he says he incurred during the winter when the heating was faulty (that problem was dealt with promptly at the time) although he is not able to quantify exactly how much extra heating oil he used above normal as a result.
