Hi
One of my properties was an HMO in London Borough of Ealing. I paid full renewal fee for 5 years in 2012. But my Lease on the property expired in June this year, so I terminated the HMO Licensing. I asked the Council to refund the Licensing fee for the unexpired period. They say licensing fee is paid for the full 5 year period and is not refundable. I feel, like business rate, council rate, TV Licensing fee, Road tax etc which are all refundable for the unexpired period, HMO Licensing fee should also be refundable. What course of action I have ? Is there any process of Appeal for this purpose ?
