Proceedure for Warning over rent arrears

If a tenant has rent arrears whats the correct proceedure.

The council pay some of the Tenants rent but he is supposed to make the rest up and he is now 6 weeks in arrears. We have been to collect the rent on 3 seperate occasions.

Do I write to him if so how should I word the letter and if he doesnt respond to the letter whats next.
