Council tax has caused me to lose my tenant !

I recently had a bungalow become empty, which I was quite happy about as the tenant had been no trouble.
However , when he told me he was moving just round the corner because his new landlord was not paying council tax and would not be declaring his rent because he would be paying her cash, I felt sick.
Especially as I am now liable for 100% of the council tax on my empty bugalow. Am I entitled to any discount ?
