Uncooperative tenant

I want to do an electric safety check and get a certificate. Electrics is not dangerous but outdated. Electrician needs to spend at least to do the work. Tenant says that she can`t take a day off and I should wait till her annual holidays.

1.What should I do in the present circumstance?
2.Is there any clause I can introduce in the agreement to cover such a situation in the future?
