Rent increase for Sitting tenants

I have a sitting tenant with a registered rent. The tenant pays for a 3 bedroom house in London £566.50 per c/m. An equivalent house in the area can fetch more than £2000 per c/m. I wan to raise the rent a little bit but not sure the procedure. (Fair rent, VOA etc. unsure)
