TENANCY AGREEMENT ENGLAND & WALES - COOKER TO BE CHANGED - WHO PAYS ?????

Hi
I have the above Tenancy Agreement for an "unfurnished flat".
I just had a Gas Annual Inspection and I was told that the cooker need to be changed because it has not safety device.
Do I have to pay for it or the tenant?
