Noisy Neighbours

I have a long standing tenant who has given notice due problems (noise etc) she is experiencing with her neighbours.

The neighbours are tenants and I can see problems for the future so I am writing to the landlord to explain the situation, but do I have a legal leg to stand on if he does not control his tenants? Any suggestions or legal remedies will help me construct a serious letter.
