Tenant in situ after sale

My Landlord is about to buy a property with a Tenant in situ who is on a Periodic Tenancy

Question is - rent is way below market rate - hasn't been reviewed for 3 years - are we still held by the advisory max rent increase of 5% ?

can the current owner give notice to the tenants and we start again with the higher rent ?
