Green Deal?

The latest Residential Property Investor has an extensive article on the Green Deal and how it's soon to be available to Landlords - excellent news.

The gov.uk site seems to come across as if the GD is available to Landlords right now?

e.g. "Both the landlord and the tenant must agree to the improvements if the building is rented." https://www.gov.uk/green-deal-energy-saving-measures/improvements-and-benefits-to-your-home

"If you move into a property with a Green Deal, the landlord or seller must show you a copy of the Energy Performance Certificate." https://www.gov.uk/green-deal-energy-saving-measures/moving-into-a-property-with-a-green-deal

Is the GD available to landlords, or not? I'm very confused.
