Tenants refusing access

Hello all. I have recently had to serve a section 21b on my tenants because they will not allow me to carry out an inspection and are in arrears. They have also changed the locks into the property. Is it just a case of waiting now until the 21b expires? Is there anything else I can do? Thank you in advance.
