Property Inspection - during any other visit or a specific arrangement?

If a landlord is at the property to do pre-arranged maintenance work and at the same time notices items that have been damaged or items that need attention due to neglect by the tenant (e.g. they have not replaced the dead batteries in the smoke alarm), can the landlord notify the tenant of these things during this visit or does a specific inspection visit need to be arranged to raise these issues?
