How to politely say no to prospective tenants

I always find this really difficult. Can't really say - "You seem dodgy to me", "There is something about you that I don't like", "I think that you are telling porkies". Also can't say that it is let if they live round the corner. Just need to find a polite/neutral form of words. Any ideas much appreciated.
