Introducing a contribution charge to existing tenancies

We are co-owners of a development of 52 flats & currently all owners pay monthly service charges. However we now want to charge tenants for a contribution to these as maintenance costs have increased during the last 5 years. We need to know whether we can introduce these for existing tenants who are (a) still within the initial term of tenancy and (b) tenancy now periodic. If not & can only start with new tenancies how could we best implement the new charge...an addendum to the tenancy agreement or simply include it within the terms of the tenancy? Not sure of the legalities & grateful for your advice/guidance. We plan to base the charge according to size of flat.
