Hasrtlepool Council Proposing Selective licensing - HELP

Hartlepool Council are proposing to introduce selective licensing at a cost of £600 per property. Do you have anything I can submitt to the consultation to oppose this scheme? Deadline for submissions is September 28th. Any helkp greatfully received.
