HELP !!! COUNCIL FORCES COOKING FACILITIES IN EACH ROOM - CAN THEY DO IT?

Hi
I have a licensed HMO in the Wirral.
After I visit from the council I received a report with a list of jobs, the majorly of which are cosmetics.
Each room has a sink, fridge, microwave and kettle provided by me.
The are asking me to provide cooking facilities with gas or electric point for a cooker in each of the 5 rooms.
This mean completely upgrading the main elec to cope with the new elec load.
I own the HMO since 2004 and none of the tenants ever asked me for cooking facilities, they're quite happy with
the microwaves.
He job will cost me in the region of £10000/15000
