The local council has sent a letter to my HMO requesting voting registraton details. None of the 4 tenants have replied. There is a note on the letter that there could be a fine of £1,000 for failure to comply with the request. Whose responsibility is it to comply with this request? Can the landlord be fined? Can/should the landlord do it for the tenants and if they did would they have to get permission?
