Remind yourself why this scheme is bad for landlords, managing agents and tenants.

The Licence Conditions make both the landlord and their managing agent jointly responsible for the licence, and for the behaviour of tenants.

The fit and proper person test means that any housing offence by you or anyone you know could bar you from holding a licence. (Yes, this could put you out of business.)

A breach of a licence condition can result in a £5,000 fine and a criminal record.

Licence conditions include the banning of commercial vehicles from a property's off-street parking (driveway or shared parking).

Non-registration can result in a £20,000 fine and a criminal record. The licensing scheme starts on 1 April 2015.

The licence will allow the Council to inspect a property at any time, without prior notice.
