Under-Letting Fees Charged by Profiteering Freeholders

I have just received a demand for £120 x 3, from FreeHolders of 3 of my flats.... as a fee for being allowed to let the flats (which I own and bought as BTL investments). This feels like no more than an exercise in profiteering, as absolutely no services are being provided other then the giving of permission to rent out my own flat!! Furthermore the FH has sent me paperwork to forward to my tenants requiring THEM to pay £150 each for the same privilege. Is this all legal? It clearly in not reasonable. Do I have any recourse?
