Broken Central heating

In the event of a central Heating breakdown when a tenant has no hot water, for instance where there is no electric shower as back up, I always refund the full rent for the period the tenants are without hot water. In 30 years that has never been more than a week.

What is the actual legal position regarding such breakdowns.
