Accelerated Possesion Order, transfering up to High Court

I have a possession order.

The Judge made the order on 4th November telling my tenant to be out by the 18th. The Court however only issued the order on the 12th, and would only be deemed served on him by the 14th (first class post).

I know he is not going to go (in fact the cocky so and so has told me that), and he is aware he has 14 days from date of serving to apply to have the order varied or set aside. There are long delays with the bailiff at the County Court.

When can I apply using Form N244 to have it moved to the High Court, as although more costly I need him out asap. Can I do this now? or do I have to wait until after the 14 days from serving?
