Licensing Scheme West Lindsey DASH

We have a property in West Lindsey District where they are still mulling over whether or not to introduce a licensing scheme, and are out for further consultations at the moment. The Council has said that if we become accredited to DASH Services we would get reduced licensing fees. Has anyone had any experience of DASH, and if so, are you prepared to comment on it?
