Accessing property when tenant is not apparently living there

My current tenant (6 months) does not appear to be living at the property. All curtains are permanently drawn. Car permanently on drive which is not his. Low energy usage from checking meters outside. Looking through the kitchen window everything is in a complete mess - cupboards open - open cans and jars and a full size dishwasher stuck in the middle of the kitchen. I am not getting any response from the tenant. What are my rights of access. The gas safety certificate is due for renewal too. I am concerned about the state of the property but feel I need evidence if I am to give him notice to quit
