Guarantor change half way of reference check - Money wasted

Hi all,

I'm a new landlord and try to let the property myself. I have a situation where one of the guarantors requests to change the guarantor's name after the reference check was in the process. Another guarantor accidentally submits the form without filling anything in it.

Can I ask for payment from the tenants of further reference check to compensate my loss as these are not my mistake?

What recommendation to avoid these issues occurred in the future?
