Difficulty contacting tenant

I have a tenant whom I am having difficulty contacting. He lives alone. I have phoned and texted him and put letters through his door. I know he still lives there as it is a first floor flat and the ground floor tenant has seen him. He has changed the locks.
Am I within my rights to give him notice that I want access to check the condition of the flat and, if he doesn't reply, can I get the lock changed?
