Tenant deliberately misreported change of address to stop direct rent payments to LL

I was in receipt of direct payments for a tenant in arrears. I got possession order in Dec 2021 and successfully evicted in Feb 2022. I recently discovered, following a complaint to DWP (they ignored 3 request for direct rent payments), that tenant had informed them of a change of address and started receiving housing element of UC around the time of the possession order. This meant that direct rent payments to me were stopped while tenant continued to live in my property until bailiff eviction on 17 Feb. Tenant applied for a suspension to warrant of control in court on 4 Feb, so I have proof that she continued to live in my property right up until eviction, but last rent payment was received 28 Nov.
Wondering what peoples thoughts are and whether I should take action. I found stories online whereby landlords have continued to receive payments after tenants have left & they have a duty to report change, but can't find anything on this situation.
I consider this to be benefit fraud as the tenant has misreported a change to prevent rent being paid to me. Wanted opinions on whether this is fraud and if there is any action I can take. (I will be chasing money separately and don't want advice on recovering money).
